Oh my word… now that’s usability for grandma.
On a technicality, Chris, it’s 5 steps, not 7, as step 1 isn’t really a “step” and step 7 is not done until much, much later. No?
But “ughhhh”, all the same.

On a different note, are you aware that this WordPress blog is losing its connection to the database around every other time I try to load this site, resulting in viewing frustration ;) or is that the “experimental server” part…

Yeah, I know it’s not seven steps really. Still, Vista does seem to be generally plagued with over-zealous use of ’security’ dialogs, and chances are most people will quickly learn to ignore them and just hit ‘OK’ all the time. As others have said, it’s less about genuinely providing extra security, and more about shifting the blame to the user. “But it’s your fault, you clicked ‘OK’!”
(I am aware of the database problems. My little virtual server needs more memory. Or something.)
